Springem (/springem/ [Translation Unavailable]) is a subtropical Town located in the Izclea Region of the Tetbur Commune.
The name Springem is derived from the Sylvin language, as Springem was founded by Shonkdsh Shuttleworth, who was culturaly Sylvin.
Climate
Springem has a yearly average temperature of 27°C (80°F), with its average temperature during the summer being a hot 32°C (89°F) and its average temperature during the winter being a pleasant 23°C (73°F). Springem receives an average of 279 cm/y (109 in/y) of precipitation, most of which comes in the form of rain during the summer. Springem covers an area of nearly 5 km2 (2 mi2), and an average elevation of 5668 m (18595 ft) above sea level.
Overview
Springem was founded durring the early 14th century in spring of the year 1309, by Shonkdsh Shuttleworth. The establishment of the new community went well, with no major obsticles durring construction.
Springem was built using the conventions of Sylvin durring the early 14th century. Naturaly, all settlmentss have their own look to them, and Springem is no diffrent. The town's buildings feature delicute timber framework hidden behind layer upon layer of finly ground plaster bleached to an almost glossy white sheen, with green clay tiled roofs and decorative brass-leafed trim. Even the smallest, poorest looking structures appear to be expencive thanks to the extreem elegence of the organic shapes and paterns going into their lofty, spire-y, vagly gothic designs. The more well off folks live in identicle homes, save for even shiner trim and a more whimsical appearance to their structures flowing forms.
Springem is buildings are grouped arround an odd layout of crampt gravel streets, which seems to be based on an overlapping squair patern such that there are small squares at the cornor of every bigger square. Sometimes buildings exist in the smaller squaires, other times they are open spaces, or occupied by temporary structures. The town is protected by a renforced stone fence which sits atop earthwork defences, for some of the best inexpencive defences a town of Springem's size could have. The well-designed, yet cheep have not been wellmaintained over the years, and while functional are in dire need of some loving care and perhapse light renovation.
Springem has the unmistakable air of a town on its last legs. Everything is a bit slipshod and ramshackle. Everyone is at work, or drinking. No one has anything in their eyes other than fear and despair. Whatever industry once fueled Springem ’s existence has dried up and the town is drifting down the stream of history as it dries up. The locals seem to have responded to their slow downfall by recreating Springem as one of the strictest places imaginable. Everyone’s actions are clearly directed by laws they keep in heart and mind at all times. Orderly byond order is a phrase which the town brings to mind.
Civic Infrastructure
Springem has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.
Springem has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Springem.
Springem has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Springem has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Springem has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Springem's public wards, blessings, and other arcane systems.
Springem has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands.
Springem has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Cultural Notes
Springem's town hall was built using a different architectural style from the rest of the town. The style used is best known for its striking sculptural forms and often dazzling ornamental detail that characterizes the buildings general shape. The radiant colors, rich patterns, and symmetrical silhouettes employed by this style were backed up by rich decorative features including gardens, courtyards, extruded arches, domes, pointed domes, vaulted ceilings, elaborate painted and inlaid designs, and decorative sculptures.
Due to the actions of local Kami, summer is short in Springem.
Springem's citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves destroying a prepared ritual vessel to channel Elven High Magic energies of tier 1 via mimery.
Economy
The following information was obtained via the Imperial Census Bureau as part of the Eyom Economic Outreach Program. Springem is cursed with recurrent spells of some troublesome disease. The affliction isn’t so fatal as to make living there impossible, but it adds suffering and expense to local lives. The plague might be the product of an ancient curse, the results of long lost toxic remains, or an unavoidable byproduct of whatever industry or purpose justifies the city. It’s probably not overly contagious, but visitors may be in some peril all the same.
Springem is known for its unusual rock formations.
